Rowan County authorities have arrested two men in connection with the prostitution of a two teenage girls.
According to investigators, on February 8, 2025, deputies responded to reports of two runaway teenage girls, aged 13 and 17, in the Rockwell area. The next day, authorities located the 13-year-old at a business on Jake Alexander Boulevard. She informed deputies that the 17-year-old had been taken to Kannapolis for prostitution.
Following leads, investigators identified a residence on 11th Street in Salisbury where the teens had been staying. Surveillance efforts confirmed that the 17-year-old was at a Kannapolis hotel being exploited for prostitution.
In collaboration with Kannapolis Police, deputies located the teenager and arrested Xavier Alexander Rushing and Bailey Tyler Richardson, both 25 years old. The two men have been charged with promoting the prostitution of a minor.


Rushing is being held without bond while Richardson’s bond is set at $500,000.
