The heart of the bill is a concern for wildlife, as Republican Senator Bobby Hanig and other sponsors warn that latex and Mylar balloons are causing havoc on animals.

Apparently, when these balloons float away, they’re not just party décor—they’re dangerous. The balloons are interfering with marine life or being ingested by unsuspecting creatures.
Advocates like Debbie Swick of “Ban Balloon Release NC” have been pushing for such a ban for years, citing examples like Currituck County’s recent $50 fine for balloon releases.
If enacted, Senate Bill 20 would take effect on October 1, 2025, applying to offenses committed on or after that date.
