A man accused of killing 18-year-old Burlie Dawson Locklear at a Waffle House in Laurinburg, North Carolina, has been apprehended after a four-month manhunt.
Florwer Carlin Lizano, who had been on the run since the incident on September 13, 2024, was captured in Portsmouth, Virginia, on Friday, according to the Laurinburg Police Department.
Timeline of the Incident
The tragic shooting occurred at approximately 12:40 a.m. at the Waffle House on Scotland Crossing Drive in Laurinburg. Police reported that Lizano entered the restaurant and ordered food. While waiting, he allegedly became agitated and verbally abusive toward employees.
After receiving his order, Lizano exited the restaurant, walked toward the parking lot, and then fired two shots back at the business. One of the bullets struck and killed Locklear, who was inside the restaurant.
The Manhunt and Arrest
Following the shooting, Lizano fled the scene, leading police on an extensive manhunt that lasted four months. The Laurinburg Police Department, with the help of the U.S. Marshals Service, Virginia State Police, and Portsmouth Police, located and arrested Lizano in Portsmouth, Virginia.
Authorities confirmed he is awaiting extradition to North Carolina, where he will face first-degree murder charges.
