On October 31, 2025, the City of Charlotte announced that Estella Patterson will become the next Chief of the Charlotte-Mecklenburg Police Department (CMPD), effective at the end of the year.

Her appointment marks a historic moment — she will be the first woman ever to lead CMPD, one of the largest law enforcement agencies in the Carolinas. Patterson also returns to the department where her career began nearly three decades ago, making this both a homecoming and a milestone.

City Manager Marcus D. Jones described Patterson as “an ideal candidate” who brings a balance of insider experience and proven external leadership.





Patterson’s journey with CMPD started in 1996, when she joined as a recruit and Class President. Over the years, she held key roles — from patrol officer and academy instructor to Internal Affairs investigator and Deputy Chief over both Administrative and Patrol Services.

Her rise through the ranks was defined by integrity, structure, and innovation — the same qualities that later propelled her to the Chief of the Raleigh Police Department (RPD) in 2021.

While in Raleigh, she introduced new recruitment and retention programs, reducing department vacancies from 150 to 40 officers in just three years. She also launched the Raleigh Police Foundation, raising nearly $4 million for officer morale and wellness programs.

Patterson’s career also includes nearly a decade of military service in the U.S. Army Reserve (1996–2005), where she rose to the rank of Captain and earned two Army Commendation Medals after deployments to Kosovo and Iraq.

She holds a Bachelor of Arts in Political Science from the University of North Carolina at Charlotte and a Master of Science in Criminal Justice from the University of Oklahoma — blending local roots with national expertise.

Under Patterson’s leadership, CMPD is expected to focus on four key priorities that mirror her successes in Raleigh:

1. Violent Crime Reduction

Patterson emphasized that reducing violent crime and disorder will remain her top priority. During her tenure in Raleigh, she achieved a 100% homicide clearance rate in 2024, a record that sets high expectations for Charlotte.





2. Recruitment, Retention, and Morale

One of her biggest wins in Raleigh was improving morale and cutting vacancies dramatically. CMPD’s appointment process included surveys from 600 officers and 850 community members, signaling an organizational shift toward better internal culture and community alignment.

Having left Charlotte to gain experience leading another major department, Patterson’s return brings both homegrown understanding and new ideas.
