A Vance County detention captain is facing multiple felony charges, including rape and sexual offenses, after a grand jury indictment tied to an SBI investigation.

VANCE COUNTY, N.C. – A former Vance County detention captain is now facing serious criminal charges after a grand jury indictment tied to an SBI investigation.

According to authorities, Shannon Charles Holley, who previously worked at the Vance County Detention Center, was indicted Monday on multiple felony charges, including:

Second-degree forcible rape, three counts of second-degree forcible sexual offense, four counts of sexual act by a custodian, and one count of assault on a female.

The North Carolina State Bureau of Investigation says the case began on March 9, 2026, after a request from Vance County Sheriff Curtis Brame and District Attorney Mike Waters.

Over the past several weeks, SBI agents conducted an investigation into the allegations. That investigation ultimately led to Holley’s indictment and arrest.

Authorities say he was taken into custody Monday afternoon and given a $750,000 secured bond. He is expected to appear in court for the first time tomorrow.

District Attorney Mike Waters acknowledged the person who came forward in the case, saying he appreciates the courage it took to report the allegations.

Officials say the investigation is still ongoing, and additional charges could be filed if more information comes to light.
