At approximately 12:42 a.m., officers responded to reports of shots fired. Investigators revealed that Lizano entered the restaurant, placed an order, and became verbally abusive toward staff while waiting. After receiving his food, Lizano walked to his dark grey Chevrolet, turned back, and fired two shots into the restaurant, striking Locklear.
Locklear was transported to Scotland Memorial Hospital, where he later died from his injuries. Lizano fled the scene, heading down Scotland Crossing Drive toward W. Boulevard.
Florwer Carlin Lizano is described as a light-skinned Black male with long dreadlocks and facial hair, standing between 5’8” and 5’10” and weighing approximately 140-180 pounds. At the time of the incident, he was wearing a dark blue hoodie, blue jeans, and white shoes. The suspect is believed to be driving a dark grey Chevrolet, possibly a 2014 model.
Laurinburg police are urging anyone with information about Lizano’s whereabouts to come forward.
“We are still searching for Lizano and following up on information and tips,” said Laurinburg Police Capt. Chris Young.
