JACKSONVILLE, NORTH CAROLINA – A former teacher and youth pastor from Richlands, North Carolina, has been released from jail after a judge granted his bond reduction Wednesday.

On November 5, 2025, 36-year-old Manley Moore, a former Northwoods Park Middle School teacher and a former Marshall Chapel Missionary Baptist Church youth pastor, appeared in Onslow County District Court for a bond reduction hearing.

Manley Moore, a former Northwoods Park Middle School teacher and Marshall Chapel Missionary Baptist Church youth pastor from Richlands, NC, is charged with four counts of indecent liberties with a child after allegedly sending explicit messages to a 14-year-old student.

The judge reduced Moore’s bond from $80,000 to $20,000, and court records confirm he posted bond shortly after the hearing. However, Moore’s release didn’t come without strict conditions.

Moore has been placed on electronic house arrest (EHA) and is only allowed to leave his residence for court appearances or meetings with his attorney. The court also ordered that he have no contact, direct or indirect, with the alleged victims in the case.





Moore was arrested October 30, 2025, following a joint investigation by the Jacksonville Police Department, North Carolina State Bureau of Investigation (SBI), and the Onslow County Sheriff’s Office.

He faces four counts of Indecent Liberties with a Child after allegedly sending explicit and inappropriate messages to a 14-year-old girl who was once his student.

According to police, the investigation began on August 16, 2025, after a tip came in alleging Moore had been sending sexual text messages to a minor.

Screenshots obtained by The North Carolina Beat show Moore allegedly messaging the teen on TikTok and private chat, using terms like “Baddie” and “Thanks for keeping me company last night.” He also allegedly told the girl to delete their conversations.

The victim’s mother discovered 22 screenshots of the messages and reported them to authorities.

On October 28, law enforcement executed a search warrant at a Sweet Gum Lane home in Richlands connected to Moore as part of the ongoing investigation.

Moore’s case remains active, and the case has been continued to April 17, 2026.

    i knew this guy growing up on the southern part of onslow he was always fishy to me and i never got to know him but seeing this makes me sick to my stomach!!!! I hope he never gets out of jail
