Runaway Teen Found & Man Charged

On Tuesday, Jacksonville, North Carolina police arrested 25-year-old Troy Swinson after locating a missing teenage girl at his residence in the Charleston Place Apartments.

According to authorities, the juvenile had been reported as a runaway. Investigators say Swinson met the minor through a phone application, and the two arranged to meet in person. After their meeting, Swinson allegedly took the teen back to his apartment without parental knowledge or consent.

The teen found was 14-year-old Madison Galarraga. Police said that around 2 a.m. on May 20, officers responded to the area of 900 Kensington Dr. in reference to a runaway juvenile. Galarraga was last seen wearing a white T-shirt and black spandex pants at the time of her disappearance.

In this case, law enforcement has charged Swinson with:

  • Second-degree kidnapping

  • Soliciting a child by computer

  • Indecent liberties with a child

  • Contributing to the delinquency of a juvenile
