14-Year-Old Charged With Murder in Windsor NC After 16-Year-Old Shot Dead
WINDSOR, N.C. — Police say a 14-year-old girl has been charged with first-degree murder in the shooting death of 16-year-old Daneli Hoggard, who was killed in Windsor, North Carolina.
According to Windsor police, the shooting happened at a vacant lot and abandoned building located at 506 South Granville Street — a place that would soon become the scene of a tragedy caught partially on camera.
Authorities say two people have now been charged in connection with Hoggard’s killing.

Joe Clark III, 18, has been charged as an accessory after the fact to first-degree murder.
“I HEARD GUNSHOTS…” — COUSIN’S RING CAMERA CAPTURES FINAL MOMENTS
Shameka Lee, Hoggard’s cousin, lives directly across the street from where the shooting occurred. She told WITN News her doorbell camera recorded what would become her cousin’s final moments alive.
“I heard gunshots. So I’m just like maybe somebody’s just trying their gun out because I looked at my camera and I didn’t see no one in my perimeter,” Lee said.
Footage from Lee’s Ring camera shows Hoggard backing his car into the vacant lot just minutes before the shooting, unaware of what was about to unfold.
Lee said she didn’t immediately realize the victim was her cousin. That heartbreaking discovery came later — while she was at work.
“I was like oh my God,” Lee said.
She says she left work immediately after learning the devastating truth.
$1 MILLION BOND & STATE INVESTIGATION
Joe Clark III was issued a $1,000,000 bond, court records show.
The North Carolina State Bureau of Investigation (SBI) is now assisting Windsor police as the investigation continues.
Meanwhile, a 16-year-old’s life is over, a 14-year-old is facing the most serious charge under the law, and one family is left replaying the last moments of a loved one — captured forever on camera.
