A Charlotte man is behind bars after authorities say he sexually assaulted his 9-year-old stepdaughter in a disturbing case of child sexual abuse. Police say the man, 32-year-old Victor De Hoyos Galindo, was arrested and charged with multiple felony sex crimes, including statutory rape by an adult, statutory sex offense by an adult, sex act with a substitute parent, and indecent liberties with a child.
WHAT HAPPENED?
According to police documents obtained by The North Carolina Beat, on May 30, 2025, just after 3:00 a.m., officers were alerted that a child was being treated at University Hospital after disclosing sexual abuse to her mother. The 9-year-old child underwent a forensic SANE (Sexual Assault Nurse Examiner) exam, which prompted an immediate investigation by CMPD’s Crimes Against Children (CAC) detectives.

MOTHER’S SHOCKING DISCOVERY
The mother told officers she left her children home alone with Galindo for about 15 minutes. When she returned, she found the house locked. After banging on the door repeatedly, Galindo opened it wearing only a towel and acting “nervous.” Inside, she saw her daughter’s shorts and underwear on the kitchen floor.

Galindo allegedly picked up the clothes and brought them to the child’s room, where the mother later found her daughter trying to put them back on. When questioned, the little girl told her mom “it was a secret” and that she should ask Galindo what happened.

CHILD’S STATEMENT REVEALS REPEATED ABUSE
The child later revealed to her mother and to a forensic interviewer that Galindo had:

Inserted his penis in her anus

Forced her to put his penis in her mouth

Used liquid lubricant described as “oil” from a bottle with a black squishy top during the abuse
She also said the abuse had happened “numerous times” and was always painful. She identified Galindo, her stepfather, as the perpetrator.
EVIDENCE FOUND
During a search of Galindo’s bedroom, detectives located the very items the child described — a glass bottle of “penis enhancement oil” with a black top and additional sexual lubricant. The mother confirmed this was the same liquid the child referred to.
Despite being confronted with this evidence, Galindo denied all allegations during a police interview. He was transported to the Charlotte-Mecklenburg Arrest Processing Center.
